- In a medium saucepan, combine the rice, oil and water; bring to a boil. Reduce heat; cover and simmer for 30 minutes. , Meanwhile, in a Dutch oven, cook the onion, celery and carrot in butter until vegetables are almost tender. Stir in flour until blended; cook and stir for 2 minutes. Slowly stir in broth and undrained rice. Bring to a boil; cook and stir until slightly thickened, 2 minutes. Reduce heat; stir in the cream, rosemary and salt. Simmer, uncovered, until rice is tender, about 20 minutes.

- 1. Stir the soup, water, and rice in a 1 qrt casserole dish. cover.
- 2. Bake at 375 degrees F for 30 mins. stir.
- 3. Bake for 30 more mins or until rice is tender. stir before serving.

Steps:
- Mix the rice and water in a microwave bowl.
- Cover and microwave on high for 13 minutes.
- Let the rice sit in the microwave for about 10 minutes after the microwave turns itself off.
- Remove from the bowl and rinse in a colander under cold running water.
- Return the rice to the bowl, add the margarine in pieces, add the soup powder, mix, cover and microwave for 2-3 minutes.
- Remove, mix one more time and serve.
